The Ministry of Public Security issued arrest warrants and filed charges against the 61-year-old Nguyen Duc Thai and Nguyen Thi Thanh Thuy, former head of the marketing planning department, for abusing powers and positions while on duty.

The other two are Dinh Quoc Khanh, former head of the marketing planning department, and To My Ngoc, chairman of Phung Vinh Hung Paper JSC. They were detained for violating regulations on bidding and causing serious consequences.

The investigation results showed that Thai had taken advantage of his position and power in purchasing paper for printing educational books.
